The fancy tail lights, and fancy headlights, will not be available in the US due to outdated US lighting laws.

Yep, the US DOT is very slow to adopt new lighting schemes.

And yet they were very quick to adopt ethanol (with the EPA).

The consensus is that the headlights will be the same matrix hardware in the Statement and Gradient packages with only the "approved" features (coming/leaving home) enabled. When DOT approves, the other features could be enabled OTA.
