Correct me if I'm wrong, I don't follow USA politics that closely but I was under the impression Biden didn't so much cancel EV rebates as change them. EVs rebates were now based on where materials were sourced. ie if the battery materials were minded and the cells produced in the USA EVs were still eligible for a rebate. I assume the intent is to bring more manufacturing to the USA and stop importing. Is this not correct? If so, I would guess Teslas would still receive EV rebates in the USA as their packs are all made in the USA???
First of all, unlike Canada US rebate works differently, instead of giving you upfront discount, in US you get it as tax benefit, so if you don't have enough income for any reason, then you are not qualified to get that rebate.
You are correct, it is not cancelled completely, it got shifted for made in USA EVs for local manufacturing push. As 2022 models are not made in US, they are not qualified for any tax benefit, only the ones received before the bill was singed are qualified
For 2023 ID4s scene is a bit complicated, according to the new bill, any EV assembled in US till Dec 31, 2022 will qualify for 7.5k tax rebate, so ID4 is qualified. But after that date, tax rebate splits into two, half for assembled in USA cars, for which 2023 model is still qualified but as Battery is not made in USA or in any countries with free trade agreement with US, it is not qualified. so 2023 models will get $3750 tax rebate. To get full rebate VW has signed deal with Canada to get materials from Canada and may be manufacture battery in Canada (I am not sure about manufacturing part) but this will take some time, until then ID4 will be qualified for only half rebate.
This is one of the reason, I fear Canada will still be ignored till 31 Dec 2022, as VW will try to prioritize US deliveries over Canadian so that maximum people can get benefit of tax rebate.
I am not too sure about Tesla, as far as I know US has rebate chunk divided between manufacturers and their models to be fair to all, Tesla has used all its rebate, so they are done. I am not sure, if they come up with a new model, will they be qualified for the rebate again or not
