Hawaii surprises me. Do you suppose that there is a shipping surcharge there?
Liquid fuel more expensive there than electricity?
Looks like the average price of gas in Hawaii is $4.03/gal, and looks like power is 33.75¢/kWh. The median car gets around 25mpg or 4 gal/100mi. Let's say that a typical EV uses around 35 kWh/100mi.

So multiplying that out, it would cost $16.12/100mi for gasoline or $11.83/100mi for electricity. That's around a 27% reduction in cost, despite the electricity being generated locally from mostly fossil fuels. If you have solar, the numbers are even better.

I suspect it's largely because range anxiety is a non-issue. A full loop around the Big Island is only around 250 miles and something like 80% of the state's population lives on Oahu, which is much smaller. EVs are much more appealing if you can get anywhere you need to go (and back) without ever needing to charge along the way.

I would venture a guess that the lack of interstate road travel has something to do with it. The range of your typical EV would probably cover almost all driving scenarios for 90% or more of the population.
Hawaii actually does have a few interstate highways (H-1, H-2 and H-3). They're part of the interstate system, even though you can't go very far on them. H-3 is also the most expensive interstate per mile ever built (~$100MM/mi).

I lived in barracks on Ford Island (1974) for about 5 months. Went through the Panama Canal and surfaced for swimming call and ceremony (Pollywog to Shellback) crossing the Equator on the way to Oahu. The Blue Crew took the USS Ethan Allen SSBN-608 onward to Guam.
Trouble with Oahu: 70 deg F +- 10 deg and rain every afternoon. I couldn't wait to get back to 4 seasons in Holden, MA in November. Traffic on Ala Moana Blvd was bumper to bumper 20 hrs a day, miserable 😖. I have a million submarine stories.
Final, my father-in-law was stationed on USS Maryland BB-46, lightly damaged, tied up to Ford Island, other side from the USS Arizona BB-39, during the attack on Pearl Harbor.

I was stationed in Kaneohe Bay and if my memory serves correct, the H3 was built completely elevated, which is why it cost so much. (It has been a while, so my memory could be off.)

I am happy to see that WA state made the top 3 in terms of EV's per capita.

On the HI numbers, everything has to be imported as far as fuel goes including the diesel used for much of the power generation. So, while still very expensive, electricity has a price advantage over fossil fuels and will probably get cheaper (relatively speaking) as more of the alternative sources (wind/solar) are added as time goes on. Plus a lot of people are installing solar panels as the high kW/h costs make paybacks relatively fast.

It is great to see. On the west side, we have a very tech-savvy market. Also a sizable segment that see Tesla ownership as a status symbol (back home). Hopefully, as the market expands, we'll see more diversity in makes - one Tesla after another is BORING!

No shipping surcharge to HI. Ordered my ID4 FE back in March; the car was shipped from Germany to a US port and then to Honolulu for the same transportation charge as shown on the monroney sticker.

Electricity in HI is the most expensive in the nation (.35 cents/Kwh). Having said that, the TOU rates are more reasonable at .13 cents/Kwh due to the impact of rooftop solar adoption statewide. Couple that with the fact that range anxiety is not a factor on a small island such as Oahu and it's easy to see why we have embraced BEV's.
