We use a 40 amp charger and start after midnight for lower electric bill. Set to charge to 80% it has worked fine several times but last night it only charged to 60% in spite of 80% preset. Is this normal, some power source glitch?

Interestingly late last week, and for the first time in my almost 8 month ownership, my ID.4 via ChargePoint Flex only charged to 65%, although vehicle-set always to 80%. I also couldn't get into the Car-Net App the same morning I discovered the charge-shortage.
I had successfully charged at least one other time since our recent 3-day Nor'easter outage but of course ongoing infrastructure repairs/improvements could have thrown a spike.
I'm going to EA this morning mostly as a test.

It would be horrible if the cars (Tesla or VW) were purposefully doing it to preserve battery life...as waking up to a 65% battery before a longer drive could be problematic. I charge to 80% even when I'm driving 150 miles on various weekends (provides me ~50 mile buffer) and my math suggests 65% might not be enough for me to make my drive if I turn the heat on...

I just checked my circuit breaker and see it did need to be flipped — something caused the breaker to kick off last night, maybe a power surge (i am NOT an electrician). If it happens again tonight, I’ll have the electrician who installed the breaker switch to come check it Out.

Glad you solved it. Is that a 50 amp breaker? If its not a 50, that explains why it tripped.

If your EVSE is adjustable, it's always a good idea to adjust it down to the lowest amp setting which gets you the recharge you need in the time you have available. Maybe 32 amps instead of 40 would still get you recharged to 80% by the time you need the car? If so, 32 amps is easier on everything than using 40 amps just because you have the power to do it. High current causes everything to heat up more - The battery, the charger, the EVSE and the breaker in your power panel - True, they're all designed to handle 40 amps and more, but less is better for all the components involved . . . . if . . . . a lesser amount will work for you

I run my 32 amp unit at 24 amps most of the time because it's still plenty fast to get the job done

Just back from EA and pleased to report that it was AOK commencing from about 50% with auto-cessation at 80%.
btw: While waiting helped a nice lady start her own charge as new to her and therefore inexperienced. As Spin more often cites there's always a pleasant conversation and/or ambassador opportunity. ;)

I'll report again when I next use my L2 home charger, but that may be some time.

But now going to check my own 50A breaker .... it was in the proper position, but I cycled it anyway just because. Note that some breakers appear to be on at a glance but sometimes not actually all the way on. So case in point for cycling just to be sure.
