I don't think that it is technically a "theta" character, the direction of the crossing line is diagonal rather than standard horizontal. Looks to be a "slashed O" or the diameter symbol.
You know I always assumed that diameter symbol was a stylized theta. Guess not.
But either way, it is used to let you know it is an average since reset in VWs. For speed or mpg or in this case, energy efficiency.
