NJ EV Incentive Change for Summer

Hi all,

For anyone in NJ who has an ID.4 on order, have you spoken to anyone at your dealership about the change in the EV incentive? According to the Charge-Up NJ website (in the FAQs section) any electric vehicle purchased between 12/16/2020 and before the start of the point-of-sale program in summer 2021 will not be eligible for an incentive. This puts anyone who ordered a 1st Edition in a tough place, especially since we have no control over when VW will deliver the car.

I have an appointment with my dealership on 1/16 and I plan to ask them about this because in my opinion anyone who pre-ordered a 1st Edition will be getting the shaft. Unless delivery of 1st Editions are pushed to the summer, early adopters are basically being punished. I could cancel my 1st Edition and pre-order for the later delivery, but that will be too close to when my fiancé and I are planning to apply for a mortgage so I don't think that will be an option for me either.

So before I go on 1/16 I wanted to see if any NJ purchasers have any news on this?

This sucks. This might make me get the Pro with gradient package. Please let us know what you dealer says. This would make the Ioniq 5 very tempting for me.

Not sure if there is anything helpful here, but while I was over at the Mach-E forum (similar problem, with first Mach-E ordered a year ago due for delivery soon), there were several pages of discussion on this topic, We just got screwed by New Jersey

At least you still get no state tax? If you like the features of the 1st, it is $2k under the equivalent Pro, so that kind of reduces the loss from $5k to $3k?

We get $2k in NY, but no break on the sales tax. Although the NY sales tax is lower if you do a trade-in to tax the net price after the trade in credit which is nice.

They didn’t have any updated news on this yet. Everyone there was really nice, but said they have yet to receive training.
Today I attended the webinar "Anniversary of the EV Law: Where We Go From Here" with Senator Smith and Assemblyman Benson.

I asked the following question:
"I read that the point-of-sale incentive for consumers that may start in the summer is not retroactive. I have VW ID.4 First Edition on order and delivery is estimated for March. I do not have the ability to change delivery, it is up to VW. Anyone who ordered this car in NJ falls between the end of the $5000 incentive and the point-of-sale incentive. Is there anything that can be done about this?"

Caryn….I know. BPU will be bringing stakeholders together to discuss the design of the second year program. I also know that from time to time, the Clean Energy budget has funds that are not used in one program and can be moved into another program. It iwll be important to show up and advocate your position during the stakeholder comment period.

As an aside, I’m very excited to see the ID.4."

So it seems that this is still in talks and EV buyers in NJ need to contact their senators and assembly people.

Do you have a strong program to incentivize dealers to push EVs? The rebate program is for the final customers, only.

Stan - to answer your question - yes. ChargEVC, DEP, NJ CAr and Plug In Amreica jointly have introduced the PlugStar Dealer Certificaiton Program. It would be helpful for advocates to push this with any dealers you speak with…..

Until we have vehicles on lots the dealers aren’t as motivated to sell product that hasn’t yet shown up on their property. We do expect that to change.

BUt I take your point. When supplyu and diversity of supply is not an issue, it will be eaiser to evealute the effectiveness of the dealer cert. program.

Are vehicle batteries able to hold their charge in very cold conditions?

Battery efficiency does descrease in cold weather. As an EV driver, I will tell you in perfect conditions - a 70 degree day, and not driving too aggressively, I can get closet to 300 miles to a charge from my BOLT. However, if the temp is single digits and I”m driving more agressivelly, that drops down to 160-170 miles to the charge.

I sent the following email and received a reply:
"Hello,

I had a few questions about the $5000 EV Incentive. I ordered a VW ID.4 on 9/23/2020 and order was locked-in on 11/13/2020. Would I still be eligible for the incentive? I am unsure when my delivery date is, possibly March.

Also, will the VW ID.4 be added to the eligible vehicles on the application?

Please let me know if you need any other information."

Thank you for your interest in the Charge Up New Jersey Incentive. As of right now those vehicles listed on the website are the only approved, qualifying vehicles. I will forward this information to the rest of my team for review. In the meantime, you can check back periodically to see if there have been any additions to the list of eligible vehicles.

March 15, 2021 is the last day to submit an application for vehicles purchased/ordered or leased from January 17, 2020 to December 15th, 2020.

Has anyone bought an electric car in NJ before and filled out an ST-4? I am confused on whether I have to have a NJ Taxpayer Registration number or not.

This if for the sales tax exemption.
Wouldnt the dealership do this?
That's what I m hoping. I have this fear that when I go to buy the car, the dealership won't know what I'm talking about, lol.

Now if we can get our cars delivered before March 15th - Checking with my dealer earlier two weeks ago he told me mid-March, now I hear that my car is still in production in Germany
I filled out the Charge Up New Jersey application since I have my VIN. I put my purchase date as the day I put down the $400 deposit. I don't know if this will be approved, but I figured why not give it a try. I believe the application closes today.

I received this email regarding the application:

Thank you for applying to the Charge Up New Jersey Incentive. We are pleased to inform you that we have reserved an incentive amount of $5,000.00 for the following vehicle:

  • Vehicle Make/Model: Volkswagen ID.4
  • Vehicle Year: 2021
  • Vehicle Identification Number (VIN): WVGDMPE2*MP**
To complete your application, we require that you submit the following documentation:

  • A complete copy of your executed and signed vehicle lease or purchase agreement. Please include all pages and sections, with your signature and date of purchase or lease visible. Note: Your signature may be on the reverse side of your agreement.
  • Proof of vehicle registration. Please include a copy of your permanent registration, temporary registration (attached to your windshield), or the application for “Registration of New Vehicle” that your representative submitted to the MVC.
  • A copy of your New Jersey driver's license.
Important: If we do not receive all supporting documents within 14 calendar days (by March 28, 2021), your incentive application will be cancelled. To submit your supporting documents, please click on the "Continue Application" button below. You will be brought to a secure log-in page where you will need to enter the following credentials to access the document upload page:
I don't think I match all the requirements, but like I said. I want to at least try!
