Yes, making the call in these cases is best. In the past I've called and even visited the dealership in person to make the appointment a month in advance, just to be assured they would have the part on my actual service date.
After doing so once at Audi the SA started to say "I'll have to see if we have the parts ..." and I cut him off with "that's why I came in personally a month ago." Turned out they had the part so presumably just a knee jerk defensive response from SA.
I went into my local dealer to have it done, but they said that they needed a part and I'd have to come back. Might be worth giving them a call before making an appointment.

Today, while at the dealer for service, I asked them about SA 92E3. Their system indicated it didn't apply to my FE. I think they are likely wrong.

I was there so they could spend 2 hours "evaluating" the rear LED separation, and then order the clips required for TSB 94-21-01. I had asked them to order the clips before my visit, but they insisted that VW required them to first evaluate the issue. That forced me to waste 2 hours today so they could then fix it later this week. Another reason why my previous cars almost never visited a dealer except for recalls or warranty work.

Based on the number of posts in this thread they might not be wrong. Did you get a letter from VW for the issue?

It doesn't seem to be an official recall, it won't show on the NHTSA recall finder, and VW calls it a service campaign. Maybe not enough coffee during the shift at the factory and some cars slipped by.

It's a Service Action/Campaign, aka Technical Service Bulletin (TSB), in this case and not a formal recall. As such a pre-emptive on VW's part to avoid potential future cost/litigation/recall issues.

We also received the letter about 9 days ago and just had the Service Action completed over the weekend (along with the TSB 94-21-01 for the rear light bar). Our FE did need the wiring harness re-routed and that was it.
