As @waldo22 put it "it's shockingly simple". We all were 2/3 there, but were missing the C002 adaptation. We believe that is a high performance section of ICAS1 that is responsible for calculating the matrix. The C002 module needs to be SFD unlocked to show adaptation values and I think that was one of the reasons it was hiding so well. I call it SFD 1.5, even if that is not a thing.

' these two activate City light and Highway lights
'' City lights swivel the headlight eyeball outward for wider illumination, their range is lowered and cornering LEDs run at lower of intensity in city area and city speeds.
'' Motorway light raises the dipped beam for better long-distance visibility, activating at highway speed and switching off only when speed drops below highway speed.
