If you do not have the latest version of software which is 3.5.11 you won’t be able to update to over the air to the next version coming out in the OUE7. Might want to check to see what version you have.
 
Many of us have been updated to 3.5.11 and yet continue to show 3.5.11 "✅Update Requested" in the app. I'm wondering if that's going to be a hangup to getting 3.8.11 pushed through.

Or, better yet, if the OUE7 update does get through, will it finally clear the pending 3.5.11 message!

I think that’s just poorly labeled … the green check means it’s done.

I also still have 3.5.11 update requested showing in my app, and it was installed, but I got the 3.8.11 showing up like the OP.

Me too, though with it appearing in the Service Campaigns tab and not under the OTA section, it's another example of poor communications and missing an opportunity to set expectations, and instead sowing confusion.

I believe it will. Plus if you look at service history on the app. In the OTA tab you shows the date the update was completed

It is egregiously poor! The update wasn’t green with a checkmark before it was installed, iirc.

What is that? I get an error message

If 3.8.11 is already a thing in Europe, doubtful it contains anything related to Supercharger.
The European SC’s, are a majority on CCS2, with new Model 3 & Y sold there with CCS2 ports starting in Dec 2018. New S & X on CCS2 followed by ~January 2022. And ‘mighty AI‘ says Tesla started a small pilot for non-Tesla charging on CCS2 SC’s Dec 2021 in the Netherlands, and expanded access to 70% of sites in many countries by Fall 2022, opening to all sometime in 2024.
The ID S/W 3.8.1 & 3.8.11 released in Europe Spring and Summer of this year (2025). Not likely a charging communication protocol update there at least.

I have the same pending update message (in the OTA Updates section) with the identical wording, except that mine says there are 2 updates: 3.5.10 and 3.5.11. But according to the dealership, both were done at the dealership to deal with the 919A recall, and my car is currently at 3.5.11. I just checked a couple of weeks ago to confirm this, and yet they're still showing up in the My VW app.

And I also have the OUE7 OTA update listed in the Service Campaign section. So the 1st did not preclude the 2nd, and the 2nd did not get rid of the 1st.

As a retired programmer who took pride in thoroughly testing complex code before it was released, I could spend a lot of time getting pissed off at the lack of professionalism of the VW programmers. So instead, I remind myself that I really enjoy driving this car and taking it on long lovely road trips!

Since your car tells you 3.5, you're good!

But my read is the green check indicates VW "has received your request" to receive the OTA, and is designed to indicate that you're in the queue. Never mind that their system is bipolar or has dementia or is stoned out of its mind.
